Unable to remove Alfa 159 locking wheel bolt

I took my car to tanvic to change the tyres & do the tracking, they say that they've been unable to get one wheel off due to the bolts being over tightened. unfortunately they've destroyed the head of the bolt in the process so now the key wont engage. I thought about these locking wheel bolt removers with the reverse thread, but these bolts have the rotating shell on the end, what can be done???

Incidentally, surely the only way they would destroy the head of the bolt is if they were just being clumsy, something's just been spinning round over the top of the bolt & mashed the whole thing up.
