Yes, at Bremen anyway. I don't know about the others, but I expect it's the same at other places they allow personal collection from (Sindelfingen and Rastatt). You get a tour for free if you collect a new car from the factory, but they will also allow visitors to take the tour. I expect there is a fee involved and you probably need to book in advance because buyers will take priority if it's a busy day.
