V-Class Headlight Problem

Can anybody help me with a problem with the headlight on my V-280 (Vito based minibus)?
The nearside dipped beam headlight went yesterday so I bought a new bulb (H1) and put it in but it still doesn't work - the old bulb was blown.
When tested with a multimeter there is a reading of < 2 volts.
I cannot find from the handbook which fuse might be blown, the handbook doesn't seem to list a fuse for the headlight.
Are both dipped beams on the same fuse - if so then it isn't the fuse that has gone because the driver's side is working fine.

There isn't a fusebox on the steering column....
But you sounded as though you know what you are talking about so I went to check, ther is one.
No key to what fuse is what so I checked each in turn and found one blown, replaced it and EUREKA it works.
