All cars sold in Japan are limited to 180km/h (112mph) - I could imagine that indicating approx 120mph on the speedo. But I'd be surprised to see such a new car imported.Seem to remember that legislation meant 200kph limiters.

I'd have guessed it had the user-selectable speed limiter set to 120, but OP checked that and it wasn't.

Yes this is an option on some models, but the limited speed is set to 155mph. This limit is very common with German cars...mine has it and it's not even a performance car.
The 155mph limit is part of a "gentlemans agreement" among manufacturers.
The only thing I can find on 120mph in relation to the AMG GTC is thats the speed the rear wing automatically pops up.

I don't know if this applies to AMG GTs but it is possible with some cars to have one of the keys programmed such that it restricts performance, ie if an inexperienced driver is using it. (You, I'm sure, are very experienced )
It has to be some form of programmed-in restriction if you're definite that somebody hasn't accidentally set the limiter, rather than cruise, for example. It reminds me that I had a phone call a while back from a friend concerned that her new car (MB) wouldn't exceed 25mph and she was fed up with cars tooting and flashing her and should she call the dealer. Rather than trying to explain over the phone, I called around and found that she'd accidentally knocked the limiter on.

Car was perfectly safe to drive but it limited the car to 120mph. I'm not sure if the GTC has the same aero system? If it does you should have a warning light.
I could be totally wrong here, but I thought that there was a way to set in the system what tires you have on the car and the tire pressures accordingly. Could this be the thing that sets the upper limit? I think that my C63S has something where I can set the pressures and expected weight, which will affect the maximum speed. I could be totally wrong on that, it might have been my previous Cayenne (which used Merc electrics). But could it have been the tire settings / pressures?
It was my understanding that the C/E/S AMG models had the standard 155 limit applied (soft, can easily go over), but certainly on the C, you can pay extra and have that limit removed. Mine has that option so its had that limit increased from 155 to 186 - but then its tire rate limited at that point. Seriously, no idea why someone paid to have a US model car have its limiter removed..... but hey, they did!

From memory a rear wing fault would show on the instrument cluster. The GTs are limited to around 200 mph but there is a setting for a winter tyre speed limiter which doesn’t show any lights and should gently back the power off as you approach the set speed. On 2018 models this is found in on one of the settings menu within the instrument cluster - on post 2018 facelifts this should be configurable on the main infotainment screen under vehicle settings.
