"Starter control module is faulty" error code help

Hi all, seeing this error on a potential purchase. It's a MK2 Vito. The full code says:
"2521-008
Starter control module is faulty. Start attempt without starter actuation.
DTC Status:
Stored."
Anyone know if this is a serious issue or is it likely to be a knackered starter motor or a relay or fuse for the starter that's gone? I'd like the van but not if this is going to be a costly affair!
