C350 2010 W204 headlights

I recently bought a 2010 W204 C350CDI Sport. It has projector style headlights. Low beam is so bad I have to turn them off to see if they are on. Is this normal with these headlights ?. They are without a doubt the worst lights I've had on a 12v vehicle.

This may be too obvious but have you twiddled the height adjuster knob on the dash ?

I have the same vintage C350 and wouldn't say they were particularly good or bad. Unless I get in it after driving the TVR in which case they are spectacularly good. Compared with other cars I drive regularly would say they are about the norm.

I have checked the height adjuster and its on 0. Car is empty with just me in it so that is correct.
I checked today and the lamps are GE H7 halogens so I have ordered Osram Nightbreakers.
I suspect the low beams are set way too low.
