More than likely the lock mechanism. Heavily lubricate the lock latch mechanism itself.
Make sure the latch that comes across when locked isn't corroded and rusty as this will more than likely be the fault. They can be quite difficult to see within the lock.
Best thing is to use a flat head screwdriver and keep pushing the latch in and out until it retains its natural spring by loosening off all the rust and crap around it.
Failing that, make sure cable isn't stretched and lock and cable pull are secure, lock is correctly aligned.
