Settings -> Connections -> Wifi (select the network you are connected to) ->Settings (little cog on mine) -> View More -> IP setting

It will be DHCP by default, so change it to Static and and what IP address you would like.

If you are going to set fixed IP addresses and have to ask how, it would be a far better solution to use the DHCP server to fix the address rather than on a device which can be turned off or taken out of reach of the network. You may well find the DHCP server allocating the IP you assigned to the android device to another device when it is disconnected, then it wont work. But if you know what you are doing it will be fine. Just a warning for when it wont connect any more.

You're assuming that the OP is changing the IP address on the devices, whilst still connected to a router.

They probably need to change the device IP address so it can connect to a device, such like a isolated printer/adaptor that is not network connected, which removed the DHCP worry, and will only communicate to a certain IP Address that has been previously set.

I had to do something similar when trying to connect to a stty dashcam.
