Where have all my safari favourites/bookmarks gone?

Just noticed today that everything from Safari has been wiped?!
I certainly didn’t do it myself?!
Anyone know what I can do?? I’ve gone to iCloud to restore it, and I’m just getting the below???

Looking further into this, it looks like for some reason Safari backup was switched off for iCloud backups......but that still doesn't explain why they've all been deleted in the first place! Would a system update do this?!

fking annoying, I had so many years of useful bookmarks saved, my entire culinary repertoire was based on them!
