Thanks. That's what I meant by "my ISP has rebooted". I haven't done anything.It's bloody annoying though, because passwords.

My guess would not be that. Otherwise everyone would suffer the same indignity connecting to a VPN, a cafe WiFi, the office WiFi, a mobile hotspot, etc.IP address is irrelevant. Cookie consent uses a cookie to store your consent. Makes sense really.
No cookie - you get asked. Have cookie - don't get asked. Use Brave for your browser - never get asked.
If you're suddenly having to consent again on lots of websites, it suggests your existing cookies got flushed. Or you had an extension blocking them that isn't anymore.
NB Chrome Canary just killed uBlock Origin and other Manifest V2 extensions. This may or may not be related to that last point depending on whether you're using Chrome Canary or not.
