Googling skills not helped much here.

On the bottom right, there's a "bell" icon in windows, click on that and the Notification (and calendar) side bar shows.

Click on something else or bell icon and it disappears.

Anyone know if I can keep it there all the time and not disappear when I click on something else? i.e. the ONLY way to hide it is to click bell icon maybe?

Or, alternatively, is there an app that does what I want that I can leave open all the time?

I don't know the answer, but out of curiosity why do you want it open?

If it is just for the calendar keep that open.

Reasons you see a bell (bolded/filled) notification (e.g. an email) so you click on bell, then forget about it or want to deal with it later in day (and bell is now hollow rather than bold/filled) but will want to know it’s there to deal with later in the day.

I have to keep clicking on bell to see any notifications still there. I wouldn’t mind if bell stayed filled until lost empty or a counter.
