Just trying to draw a really shallow radius curve, but starting with circles they only have maximum 100 or so sides. I've looked through online libraries but when I borrow curves in step files from other people's designs it's the same issue.

I have used someone's French curve design from a library and haven't got this issue, it's a smooth curve in Tinkercad, so it's obviously possible.

Basically how can a draw a perfect circle or at least a really high definition (1000 segments would do) one in Tinkercad?

Not sure that you can get it totally smooth, by default it has 64 segments I think:

Better solution, use Fusion 360 - it has a free hobby license and can draw proper circles/ arcs.

Tinkered is from the same developer, it's a very cut down version of Fusion (very very very very cut down) - but the basics are similar, so you'll be up and running with it within an hour ....
