I have 4 samsung devices
2 x phone
1 x tabler
1 x laptop

Original cables that just live on my desk, although interchangeable between devices. One has done this.

Is it just what they do, or could it be say a phone cable used for a laptop overloading it?

Are you asking why it's broken?

If so it looks like physical damage rather than that it's burnt out or similar. The plastics do get brittle over time and fail especially where they get bent.

For a replacement that looks like a USB C connector but it depends on what's on the other end too. Is it Just a USB connector or is it a bower brick. You should be able to get 1 cable that is suitable for charging phones, tablets and laptops. Just look for one that has a decent power rating.

You can use a laptop cable to charge a phone but not vice versa assuming same socket, yours looks like USB C

This is because:
The phone will only draw the power it needs
A phone charger doesn’t provide enough power for a laptop

Your damage is physical. Just put some tape on it for now. When the metal wires start fraying replace it.

The same arguments apply for tablet and laptop and tablet and phone

Generally
Laptop > tablet > phone

Or just spend a couple of quid on a new cable. After all it's just a usb c cable.

you won't be running a laptop or get high charging speeds on a phone with "just a usb c cable".

There is a whole load of different standards to dictate what power can be delivered etc. This videos highlights the magnitude of potential differences:
