Anyone else notice their iPhone recently has changed behaviour so that location services now doesn’t work at all unless you make WiFi turned on? I don’t have to be connect to a WiFi network, it just needs to be on… I get that it uses WiFi to sort of improve accuracy in some opaque way, but it always used to still work with WiFi off…?

no issues with mine - are you on latest OS?
When you say "off" you don't mean off right. just not on a network. They are not quite the same.

i think it was just me. After a lot of dicking around with Apple support they couldn't find any reason why it was happening, and so the conclusion was that I had to blat and reset the device from bare metal and reinstall everything manually and not from backup (a massive hassle clearly). It seems to have sorted itself now so was clearly software.

Bit crap from Apple though in terms of the severity of the action take to fix. You can reset macOS without losing any user data, but apparently not possible with iOS.

A few location services seem to be messed up recently, this was from a couple of weeks back:
Google location screwed this morning

I wonder if an ISP has been messing around with wi-fi IP addresses (I don't even know if that is a thing btw) and it's taking a while for Apple and Google to update their location databases.
