Compressing large MP4 for free

As per title. I have a large (1.9GB) video that's too large to upload to the Gov website hence need to compress it but its probably the only one I'll do so don't want to pay out just for this. Any recommendations?

Windows movie maker was always good at compressing movies.

To be clear, you’ll likely have to re-encode the mp4 at a lower resolution/quality/framerate to get the size down.

The only issue I have with handbrake, is that it doesn't give you the option of specifying the maximum file size. Or am I missing something?

Sending real life c'n'b videos to HMRC is no way to address complaints to them. Especially not in HD.

Haven't used handbrake but the original Wondows Movie Maker let you specify the output file max size. I don't think it does any more :-( Not even my PowerDirector 17 lets you do that.
