Is there a way of getting access to someone’s WhatsApp if you are unable to access their phone ?

Ie if I wanted to check on my teenage kids account is it possible, and if so how ?

It’s not.

Messages are also encrypted. But I don’t think you want to hack anything.

No parental controls?

going forward if you did get access you could have a desktop version on your own laptop and monitor it

I sincerely hope not. Would be a rather large security issue wouldn't it.

It's only possible if you have access to the primary device and use it to allow permissions for a secondary device (laptop or tablet usually).

But even having done that if the primary device user wasn't aware then all they'd have to do is enter Settings>>>Linked Devices and they'd see what other devices are connected to the WhatsApp account at any time, and would be able to instantly disconnect it.
