Tapo Bulb L510 will not pair ?

Got a mix of Tapo bulbs here, and the only problem I've had was one of them that wouldn't pair the first time around, but did so without a hitch after restarting the whole process.
Is it at least being seen by your Tapo app prior to trying to link it to your main WiFi network, or isn't it even getting that far?

I've got about ten of these around the place, all paired very easily.
The pairing process is that the bulb creates its own WiFi hotspot, you connect to that via your phone app, then the bulb connects to your phone, then your phone sends your WiFi details to the bulb, then the bulb connects to your WiFi.
I'd reset the bulb, then look for its WiFi, connect to it, and then go via the "I'm already connected" dialogue in the app.
