I have a Seagate external drive that my PC can't see, but my smart TV and PS4 can. All are connected to the same router and I am assuming the cables are ok as everything can get through the router to the internet without issue - I appreciate this is an assumption which may be misplaced. Anyway, any ideas before I take the 14lb reset tool to it all?

Network drive or USB? If network and it is a few years old, enable SMB V1 on the PC www.partitionwizard.com/partitionmagic/enable-smb1...

TVs tend to format drives in their own (encryption) format
Stop people downloading stuff off the TV onto other devices
If you plug the drive into a pc it should be seen from admin tools
