Look for trade sellers only which have a return / warranty processAt the very best you can claim DOA parts through Amazons or eBay's claims process otherwise buying used is buying "as is".
If you.want cheaper parts with a guarantee or warrantee buy new, but buy older parts. You can still get GF 7 and 10 cards for £50.
If the OP wants a cheap 30 or 40 series he's dreaming. Especially as a lot of used cards will knackered from Crypto-mining.

The warranty you'll get is that it works - if it's DOA you can use the ebay process to get a refund. What you won't get is a warranty that it will work in 364 days time - but why would any seller of a used graphics card provide that warranty, especially when the OP wants it for cheap? If you want a proper warranty, buy new & pay the price.

However you really have to be careful with used graphics cards as the crypto-crash meant that the used market was flooded with ex-mining cards (read: really, really abused cards). I still wouldn't risk it. Just my 2p
A new 3050 is around £220, a 3060 is £260 whilst a used 2070 is about £200 (according to the CEX website). The days of £400 being entry level are gone (thankfully).
