That's going to be device and circumstance specific.
Like many modern OS's Android will use as much as necessary to ensure smooth operation and snappy response switching between apps and from within apps. It essentially tries to anticipate or predict usage 24/7 and be ready for what you might want to do next.
As an example, after reading your post I just cleared my recent app list, and entered the Settings menu where 6.2gb out of 12gb was reported as being used. (Pixel 7 Pro)
Unused RAM is best seen as a wasted resource in the modern world.

So on my OnePlus phone which has a pretty clean implementation of Android 13, without most of the bloat and crap you get from the likes of Samsung etc. it reckons 3.4GB for System, ad 2.0GB for apps - I've closed all the application windows, so that is application services that are constantly running in the background.
So out of my 12GB RAM I've got 6.6GB ish free at idle.
