Mac Time Machine - incorrect set up?

I've been using Macs for many years and have always had Time Machine backups running in the background, and never need to use them - until today!
I saved over an Excel file, so 'rewound' to 30 minutes previously, selected the file, restored it, but got the message "The operation can’t be completed because you don’t have permission to access some of the items."
I randomly checked a few others files and they are all the same. Presumably, this is something to do with the way I've set Time Machine up? I've checked that I do have read/write permission to the files I'm trying to restore.
Can anyone advise what I need to change?

It was user error (as usual!)
If anyone has the same problem, I found it worked fine when I navigated to the backup in Finder, and saved a copy.
I'm still not sure why the 'Browse Time Machine backups' from the TM menu doesn't work, but hopefully I won't need to use it again for another 15 years!
