IP not changing with proxy

Can any network experts tell me why my IP address isn't changing after configuring a proxy connection? I am on W8.1. I go to PC settings > Connections > Proxy > automatic proxy sliders turned off > manual proxy server slider turned on > proxy server address IP in box > proxy port in box > save button. Save button flashes when I click it, but no other cue that it's done something.

When I go to any 'what is my IP' site, it still shows my usual EE IP. And the site I'm trying to access that has some DNS issues it appears, it still inaccessible*.

* around 50% of my contacts around the world say they too also can't access it, and the other 50% say it's working fine for them. Various locations. "DNS PROBE POSSIBLE", "ERR NAME NOT RESOLVED".

Could be something related to cache, both DNS and browser.

Try on another browser, also incognito mode depending on browser type.

Just to add for sake of OP, this is a command to put into the command prompt.

To access this:

Click start button and type "cmd" enter

Or, hit windows key and R button at same time, then enter cmd and enter

Yes I know how to do a DNS flush smile . Chrome doesn't seem to care about it though, and continues to show my normal IP, however if I use Brave or an Incognito window, it appears to recognise the proxy setting and won't let me access any site as I got ERR CONNECTION TUNNEL FAILED until I turn off the proxy. I've tried around 50 supposedly working proxy addresses, but getting the same problem with every one. Using the Chrome extension TouchVPN it connects there OK and my IP changes so seems to be an issue specifically with the proxy servers.

Any free VPNs that actually work at a sensible speed for browsing ? TouchVPN used to be OK for my needs when I first used it many years ago, but it's too glacial now and reminiscient of using 56k dial-up about 30 years ago. I did use the (paid) CyberGhost in the distant past, but that ended up becoming too slow or just refused to work altogether so I ditched it. I'd rather not pay as it's only for this 1 glitchy website.

The Opera browser includes a free vpn of sorts these day.

Chrome's internal caching is a pain for stuff like this.

Try resetting chrome.. Otherwise it should sort itself out after a few hours?

You might find different "whatismyip" type websites show different IPs for you too.
