Virtual phone number for a group

Hi, I’m looking to set up a virtual phone number for calls/texts so our field team (circa 75 people) can access the off-duty manager without having to look at the rota to see who is on at any certain time.

If it was just phone calls, we could just forward the calls to the duty manager on at the time but it’s texts as well. Other options were to get a second physical phone but as the off duty managers work all around the country, the hand over of the phone presents a problem.

So I’m looking for an app/virtual phone number/etc that a group of 10 manager can share and colleagues can call or text. The colleagues dial/text the same number all the time but it goes to whoever is in charge at that time.

It’s also important that it isn’t a huge group as the colleague messages are for the duty manager only, not for the other colleagues.

WhatsApp was discussed but as the duty managers have their own whattsapp numbers, they can’t have a second whattsapp number on the same phone.

Happy to pay, not looking for a freebie but need some ideas where to look.

would it not be cheaper and easier to change behaviours?
i.e. if it's important - call the on duty manager, if it's not important email [e-mail] and it'll get picked up within X hours

Look at 3CX for 10 users. Have 1 external number 0800 XXXXXX for example that calls a ring group that each user is a member of. All phones will then ring. They can sign out when required.

Or use Teams Call Plan with a ring group the same as above.
