It was the best of times, it was the worst of times...

Can someone tell me why the more expensive laptop out of these two laptops is more expensive? is it just the SSD capacity?

The more expensive one has an i5 processor vs the i3 in the cheaper one.

But despite them being different 'levels' they're both 4-core/8-thread CPUs.

The i5 being marginally faster overall due to it's higher base and boost clocks, plus a slightly newer/faster iGPU (Iris XE vs Intel UHD).

In reality, would i notice a difference just using them for web browsing duties?

Nope - you'd be better off investing the saving in more RAM to satisfy the browser hog. Do bear in mind though that the upgrade procedure is a bit more convoluted in this range of HP laptops and not as simple as opening a single cover.
