Problem creating Apple IDs for kids

My wife is trying to set up Apple IDs for our kids. She has her own Apple ID she uses with her iPhone and iPad and the instructed way to set the kids accounts up is via her device, into Settings, her account then Family Sharing and follow the process there.

Problem is that she only gets as far as the ID verification using the stored payment method on her account (Paypal in her case, if that matters), then she gets some useless error message like "Cannot complete action". That's on her iPhone SE running the latest software. Her iPad is pretty old now so the process looks a little different but she gets a similarly useless message after entering the child's name and age.

Google hasn't returned anything that's gotten us any further, wondering if anyone here has had similar and found a way around it?

I would guess the stored payment method not being a credit card it might not pass the verification. Try swapping to a credit card.

I did wonder, will give that a shot. She did get the authentication code via SMS from Paypal when she tried to use it though.
