Couple of years ago I saw a geezer in a high viz jacket up a ladder retrieving something from a similar device on a lamp post near my street.
Asked him what the device does and he said that he wasn't allowed to say.

Mine was: ENTIS was founded in Milan in May 1990.
The general objective for ENTIS is to coordinate and collaborate the activities of the different Teratology Information Services (TIS), and to collect and evaluate data in order to contribute to the primary prevention of birth defects and developmental disorders.

I don't think an employee of a private company declining to disclose information to a passer by has anything to do with democracy. Unless I'm missing something?Asked him what the device does and he said that he wasn't allowed to say.

If was working on my laptop in public and you asked me what I was doing, I would likely tell you it was confidential. Not because I'm being a dick, just because I am obliged by my employer to ensure the privacy of my work.

The lantern on top of the column has a CMS node therefore there is a 24hr supply available in the base. Its a UHF/VHF antenna that's strapped to the pole, and my guess is that its a repeater base station bouncing a signal on between devices and it's taking a feed from the column. It could be for a whole load of purposes.
