Twitter problem

I don't know if anyone else is having the same problem. I run my community first responder twitter page. Logged in this evening to check any activity. We had a couple of new followers, I tried to follow back and received the message that I can't follow anyone else. Tried to reply to a query and received the message I've made the maximum number of tweets allowed. (Haven't made any today) and it wouldn't last me read a new message. Is this the start of having to pay to use Twitter?

It's been very glitchy today, I've just tried to ReTweet something and have also had an error message and there's been nothing new on my "Following" feed for over 20 minutes.

Just googled the problem, I'm not alone, plenty of others in the same position.
