Power Bank to run USB lights

I've bought a few of these 1W USB lights as featured by Big Clive:
They work fine when plugged into a wall charger but not when plugged in to my Anker power bank - even when the earbud charging mode is selected. They don't seem to draw enough for the power bank to be interested.
How can I tell if a power bank is dumb enough to run these? They all seem to focus on assorted rapid charge modes which is the opposite of what I want.
