Apple Family Sharing

Me and my wife both have access to my iCloud+ and all associated things that can be shared.
Just set up my sons iPad with his own ID. He is under 13. I can see him in my family share group but on his device under iCloud it says 5gb and on my device it says you are sharing iCloud+ with 1 or 2 family members but I cannot add my son.
Any help appreciated on sharing iCloud storage.

Have you looked in settings > Apple ID (ie your name at the top) > family sharing > add member?
That is a different place from icloud>manage storage>family usage
My daughter was able to join my family plan when she was still under 13 so I don’t think it’s that.
Edit here are some instructions but you probably read this already
Go to Settings.
Tap Family.
Tap Add Member .
If your child doesn't have an Apple ID, tap Create an Account for a Child. But if your child already has an Apple ID, tap Invite People. ...
That is a different place from icloud>manage storage>family usage
