How do I connect to a port forwarded port via a dynamic dns

Bit more information on what is setup would help.
Are you inside or outside the network you are trying to port forward to?
If inside, you need NAT Loopback (also called other things though) on your router / firewall to connect to the public DNS name (which resolves to a public IP). Is this setup?

It would normally be:
https://<your-dynamic-DNS-FQDN>:<custom port>
eg
https://mydnsdomain.xyz.com:8080
What port does the device (CCTV DVR?) expect to answer on? If it is default HTTPS (443), then you need to translate (not just forward) the custom port to 443. Or, if you can only port forward and not translate on your router, you can see if you can change the default port on your device to the custom port you want to use.
As a side note, if it is a DVR or CCTV cameras being accessed, make sure they are fully updated with the latest firmware and default passwords changed as they are notorious for having crap security and being full of holes which can be exploited to compromise the network they sit on.
