How low of a user are you? Three PAYG credit doesn't expire so long as you use a bit of it and at 3p/min 2p/text 1p/Mb getting by with a smart phone with email and basic web usage doesn't break the bank and keeps it ticking over.
You can then buy a bolt on if you anticipate extra use such as a holiday, just a shame they are killing off the free 150mb internet allowance for topping up.

All the big players do PAYG that give you so many free texts/minutes/data if you top up that lasts a month, but your credit lasts for as long as you want it to as long as you use your phone at least once every three months.

Another option is FreedomPop. You get 200 mins, 200 texts and 200Mb free every month. A one off fee of roughly £5 to get the SIM (was when i got one) and no ongoing charges. I think you can now port your number across but I think they have a charge for this. I've had a FreedomPop Sim for about the last 2 years, runs off the Three network so if you have Three signal, you'll be fine.

Three PAYG 3-2-1 sim doesn't need monthly top-ups and credit doesn't expire if there's a 'chargeable event' every six months. Text or a 1 minute call will be fine.
So you can whack on a tenner credit with a voucher from a supermarket or register online and top-up. Data works out of the box at 1p a megabyte. Credit can be converted into 30 day bundles, or works as it is at 3p per minute, 2p a text and 1p a meg. PAYG also covers 'Feel at Home' roaming so works in France, Belgium and USA.
3G or 4G phones only.
I think Three have recently moved to needing an email registration at their website, but it's all reasonably painless. They've just updated my local cell to 4G, I'm getting 46 Mb/s on el cheeps PAYG. Woo.

I don't want to plug Three overly, (other fine networks are available) but after the horrors of dealing with BT, Virgin and Orange in the past, Three have been excellent since 2008. Their PAYGO is so cheap as to be almost free for low users.
Some say their 3G network is heavily congested in some areas (London, Brighton) on data connections. No problems out here in Sticksville.
Giff-Gaff have a marketing scheme of offering reward points to people who bring 'mates' to the network, so there's always a lot of Giff-Gaff 'offers' around on forums. But their PAYGO non-bundle call rates are five times those of Three.

I put a Voda PAYG SIM into a car tracking device in my van for just this same reason, no expiry. I thought at the time that it had to either send or receive a text every three months to continue.......
I sold the van in 2015 and although I thought I had deactivated the SIM card, I STILL get messages from it saying that the alarm has been activated, some 3 years after I first bought it and some several months apart.
So, a Voda SIM may be the answer.

My experience is the 6 months is a theoretical T&C restriction, but not one they actually apply. I have a GiffGaff sim that I last topped up about four years (or more) ago, and it is still active and retained its credit, although I do make a call on it every few months.
