Why not have a pokeabout in MS FrontPage, a much-maligned but idiot-proof piece of software? If you're OK with Word you'll get there. I'm a complete web cretin but could still make something decent.

I've had a play with Frontpage before, without much success. I would have thought anyone half capable could do what I need in an hour or so.
