and just what is a 'data engineer' then? I've heard of lots of different IT job titles but not that one so far....

It's a generic name for a Data cabling engineer. Before Structured cabling became the norm, it was just known as data cabling. Telephone cabling guys used to be/still are known as voice engineers.
