Graphic and Web Design Companies - thoughts please

Feedback on the following from any Graphic and Web design companies would be appreciated.
I'm considering setting up a design business that provides a service to other design businesses for the development of pitch work only.
Having spoken to several companies, it appears the level of speculative work is increasing which as much as we all hate doing it, is required to win new business.
Trouble is, even for the larger studios (like us!), it is increasingly being compromised with the level of "paid for" projects going through.
Freelancers are an option but can be costly and there's no guarantee they will be available.
The new business would employ full time creatives and operate a 24hr UK-wide service (via the www.)
It's only for design. If the client agency wins the pitch, they take up the 2nd stage design and all production work.
Fees will be split - standard rates for certain elements (cover design, home page, etc) with a balance only payable if the agency wins the pitch.
Issues of design integrity, briefing, confidentiality, conflicting interests and the like need to be addressed....
....but I'd appreciate any views so far.

Great idea in theory. There would I imagine be a trust issue and I know the people in my industry like to play their cards close to their chests. Plus another downside is getting your pitches to look as if they havecome from the same stable of designers.
You could have a go for nothing, if you dont try etc.
