What is the HMRC Debt management service?

A company we deal with has gone into voluntary liquidation. Small business, two directors and one other employee.
On the creditors list the biggest amount of money owing is "Debt Management, Insolvency Claims Handling Unit, HMRC, BX9 1SR", which is claiming nearly £30k.
Any idea what this debt would be for? Is it VAT, Import duty, NIC?

It will be a debt of either, or a combination of, VAT, HMRC employers contributions, incorrect Furlough payments being reclaimed, basically anything the company owes to HMRC and hasn't paid on time.
They agree a repayment plan over a given period and should stick to it. I imagine their failure to keep up with payments has triggered the voluntary liquidation before HMRC issue a winding up order.
