Yes, you can end an auction early.
You will probably make someone's day when they receive an email that they have won it for 99p so that is a positive. However...do check their feedback...if they have form for being a nob, then the faff might not be worth it and hope that someone else outbids them.

Ebay hold the money for a few days before sending it your bank account.
I used to sell a lot of things on eBay, my rules were.
1)Always sell things buy it now and make sure the 'immediate payment required' box is ticked. Saves all that hassle of things selling for 99p
2)Don't sell things that are worth less than £10, it just isn't worth the hassle.
3)Cheap, bulky items are not worth the hassle of packaging them up, taking them to the post office and realising you have under estimated the postage charge.
4)For anything over 1KG the Royal Mail are a joke, always use a courier where you can drop off to a shop instead.
Personally cannot be bothered with the hassle now, although the children do get me to sell their old phones on eBay.
