Any PHers work in customs/export?

Hi all,
I'm trying to organise the shipping of a palletised item I've sold to a buyer in Austria, not being a business or having ever had to deal with this before I'm somewhat at sea. The shipment is a piece of non-functional vintage machinery that has no commercial value, but has been bought as a display item for an exhibition.
The buyer has confirmed they have permission from their authorities to import the item, but they've asked me to gain either an export licence, or otherwise written permission that this isnt necessary, to ship from my end.
I've waded through a great many documents on the HMRC website and I'm still none the wiser...... would any PHers who have experience of the industry be able to help me at all please? If so, let me know and I can PM with any further details.

It might not be HMRC you have to get an export licence from - it would be which ever department oversees that product (eg. Defra for food/animals, maybe the Dept for Business for steam engines => https://www.gov.uk/government/organisations/depart... )
