Struggling to find the information so turning to you learned lot.

I have an idea of buying spices in bulk, blending to form a unique spice mix, package and resell. What licenses or inspections will be required ? So I am not actually cooking but will be handling spices. I know there is a criteria on labelling and will need a liability insurance. Do I need a hygiene certificate ? Does my kitchen need to be inspected ? My plan would be to get a Stainless Steel over counter cover to perform my activities on. Wash and store when not needed to return the kitchen to it's domestic state.

Any advice gladly received.

Is it a specific spice blend you want to create that currently doesn't exist?

There are lots and lots of wholesale supply companies that will arleady do this, give them a call and see what it would cost for them to make your spice blend for you. They send it to a packaging company, if they can't package inhouse, who then send it to say a third party fulfilment centre.

All that's left for you to do is product design, sales amd marketing of your own brand. No need to know anything about food safety, hygiene, the volumes they'll be able to buy and ship in will be vastly cheaper than you can do at home.

That's a start but that's all it will be.

Search 'Food Hygiene Standards', 'Setting up a food preparation business' and look at the Environmental Health page of your local authority.
