Postage/parcels, best company for a send and return service

I'm after a company to manage a fair few parcels for a fair price
I need to send people bags to fill and return to us, so this will need delivering to them with a folded large bag and a leaflet inside (letter size), the folded bag would be pre labelled and pre paid with our address for return, as a larger (60x60cm ish) parcel ideally with collection for them or at least shop/post office drop off.
No idea where to start, any companies I should try or contacts?

How many parcels a day do you expect to dispatch? Or other intervals?
How many parcels a day do you expect each person sending them back to you to send at a time?
Are tehy being sent to/from business or residential address's.
Is it to/from a concentrated geographic area? Or do you need NI, International, Orkneys, Jersey etc?
What are the weights expected in/out?
Any likely prohibited/specialist materials in the parcels like batteries?
How critical is speed of delivery/collection etc?
Can you/the end point/returners use pickup/drop off shops/lockers?
Do you need insurance both ways?

How many parcels a day do you expect each person sending them back to you to send at a time?
