There will be demand for the service but is the most unprofitable type of hairdressing you can do. You make your money on 'chemical work' - colouring, perms, etc. You can't charge adults rates yet cutting a kid's hair can take as long as a cut and blow dry does for their Mum. Exceptions are Proms and Parties - but how many of those are there in a year and how many kids can she do on Prom day? Quick fag-packet calculation would suggest maximum takings of between £120 - £150 a day assuming all are within a 10 mile radius and each day is fully booked.
If she's happy with that or has an 'angle' that would see higher takings then go for it. But is important that she does a detailed assessment of need if only to keep her expectations in check with reality. Assuming that's all good.....
In addition to decent scissors, she'll need:
Insurance (Public Liability and Professional Indemnity)
Business insurance cover for her car
Full DBS certification
Excellent social media presence
And awareness of what 'kids like these days'.
