Share dealing policy

Am I right in thinking that any FTSE-listed company is required to have an internal share dealing policy? I'm working with a company that is listed on the FTSE All Share but doesn't have one, which strikes me as odd!

They will have a code of conduct for the following as set out by the FCA due to the dealing in securities of a public company being a regulated activity :

Directors
Employee Insiders
Persons Discharging Managerial Responsibilities
