Yep, but I was in Marketing so we were still allowed to take the odd flyer. Having no power whatsoever did teach me resourcefulness, a skill that has stood me in very good stead since!
Seems to me that business is polarising into massive corporations at one end and 'high-tech cottage industries' at the other - a bit like sharks and pilot fish. They have ultimate power but lumber along unable to make decisions or change course inside a year, whilst I can make instant decisions and do anything I like, as long as I have sufficient judgement not to screw up.

Council's are renound for doing the opposite… spending naff all during the year, and then blowing it on some pointless road scheme just prior to the end of the financial year, otherwise they have their budget cut…

I just quoted them a job costing £20.
They want the work done now, but can't accept an invoice until January as they have no money left.
Maybe I'll go and load up with Asda grub and tell them to call me in Jan for the loot?

Similar thing happened with a guy would did some promotional printing for a Tesco near me. This was about £3k of work and he owned a very small print business.
He got 2 trollies full of shopping. After it had gone through the till and he had it packed (happy packers!) he told them he would be back to pay for it in 60 days.
A little chat with the store manager and 2 days later he got his money.

ain't just ASDA ... I remember about 15yrs ago when the whole bleeding MOD ran out of cash and put a freeze on procurement ... pure accounting genius. In our lab alone we had many thousands of pounds worth of kit sitting round that couldn't be used because we couldn't spend a few quid on spare parts and maintenance. So you're burning salaries and depreciation for no return, but at least you aren't spending any more cash.
