I only know of companies that trade these policies, and if the market is slow it's likely they wont be too interested. Who wants to buy a passed on policy? Most people would sooner jump off a cliff (IMHO) I should simply find out its worth for surrender but it is a very complicated area so if its big bucks speak directly with an expert.
Individuals would probably not want to buy them, but many companies would as an investment.
If the policy has a value of X to an investment company, based on their projections etc, then they will buy it for X minus as big a percentage as they can get away with. If that amount is more than you'd get for cashing it in, then it's worth doing.
Sayign that, I don't know any companies that actually do this, although I've heard of it being done. Try Google. I'd suggest getting at least three or four quotes before jumping though.
