Rear Corner Bumperettes

I got some raider bars and corner bumperettes for my 300tdi defender at christmas.
I had to remove the rear 1/4 sills to drill the chassis member to fit the raider bars.
The corner bumperettes I have are from Simmonites, they have the built in light guards.
Question.
They need 5 nuts and bolts to mount on the existing mounting points, but it is a hollow section rear x-member. I have rung around and no-one supplies a plate with captive nuts for the inside of the x-member? Is it a case of making one or is their another way of fitting them. If I use individual nuts and bolts how do I get a spanner in the crossmember? Or do people drill right through both sides and sleeve with nuts bolts and washers?
