Pray tell, why that's badly parked?
Double yellows & on the pavement enough?https://www.google.com/maps/@51.3304418,-0.4108175...

Point being, from the OP's photo is was not possible to say if it was badly parked, only when someone with local knowledge showed the location could the parking on DYL be verified.
I've never been to Cobham and I'm currently 160 miles away from the location, but from the image the OP posted you can clearly see it was parked half on pavement (shadow underneath gives it away).Looks like hazards are on, so that fully excuses the driver from the misdemeanour.
A LR dealer sales manager told me a coup,e of years ago that most FFRR are ordered without tints.
Additionally all the Evoques they ordered for staff company cars were ordered without tints and then had tint film applied if the staff wanted it. On resale, it was easier to sell the car without tints (with the film removed) than with.

R.
I might be in a minority of one(!) but the rearmost side window looks really odd without being tinted. It’s the same on the Range Rover Sport and one of the reasons I have chosen tints (along with the privacy benefit for stuff in the boot / rear seat). Green paint, tan interior and 20” silver wheels complete the country look - if it ever arrives…

I have to agree, I’d rather have tints also so people can’t see my stuff in the boot especially when carry bikes etc. sounds like you’ve ordered a lovely spec. Hobo said:

Yep, however neither of which are visible from the picture posted.
I'd be potentially booking in for an eye check if you can't see from the picture that its parked on the pavement I can only just about read the shop name!
