Could be referring to Acoustic tyres, which have a foam ring bonded to the inside of the tyre tread to reduce resonances from the tyre. You can therefore see why these can't be repaired in the traditional manner...

Aye, these (Pirelli Scorpions) are on my frau's RRS but they're not really active, they're passive. Curious to know what tyre the OP has.https://www.michelinman.com/auto/why-michelin/tech...
They're not 'Active', it's just foam glued to the inside of the tyre. They can be repaired (you just cut out a section of foam and pull it off) but finding someone who can be arsed to do it may be more challenging. Not unlike the great debate about repairing runflats, they can be repaired but finding someone to do it is more difficult.
