whats wrong with my windscreen?

When it rains the right hand side of my windscreen is blurry to see out of as below.
it did this last winter and it makes it v dangerous to drive.
since then i've had a new windscreen and wiper blades so its not them.
its a discovery 4 so is there a pressure setting on the wiper? twice asked a dealer to look at it in a service and they have done nothing .
any help appreciated.

What with/how are you washing it?
I get this a lot on vehicles at work and have taken to carrying a small bottle of washing up liquid which I find takes off a waxy residue that gets left behind by whatever the workshops are using to “clean” the screens.
I suspect what’s good for panels (probably containing silicon) is no good for glass.

Yes,
Neat washing up liquid on a paper towel.
Wipe it all over the screen, then give it a few sweeps of the wipers with screen wash to sluice it all away.
(Disclaimer: it’s not my washing up liquid, nor my windscreen but it seems to work)
I’ve also seen the unequal smearing and put it down to weird aerodynamics lifting one wiper slightly and not the other, or excessive contamination where all the rain gets swept to the drivers side overall.
