Euro 3 or Euro 4 - a defintive way to tell?

Probably a silly question but.....
….is there a quick and definitive way top tell whether a used petrol car meets Euro 3 or Euro 4 standards?
I know all cars registered after 1 January 2006 will comply with Euro 4 standards but I understand that some manufacturers brought it in early so some older cares will meet the standard too.....but how can you be certain which?
TFL have an ULEZ vehicle checker and I have used that to check a couple of cars registered in 2003 and 2004 and that suggests that they are not subject to the charge (coming in on 8 April), which would imply they meet Euro 4 standards. However, research elsewhere suggests that both are, in fact, only Euro 3 compliant in which case they should be subject to the charge.
I am aware that the DVLA now lists the emissions category of cars but for both cars referred to (and i suspect majority of older cars) it, rather unhelpfully, simply says 'not available'.
Not keen to buy a replacement car unless I can be sure it does meet Euro 4 standards (and do not necessarily want to be forced to go post 2006 for certainty).
Favourite potential choice is a 2004 FFRR (4.4) - in the absence of an answer to the above, can anybody confirm the position there?
