hand brake cable....

Can anyone help....
I am currently refitting the hand brake cable on my 1970' 850 mini. The problem i am having is how the twin brake cables come through the floor pan and into the inside of the car. Specfically these plates linky.
I have 2 with the rubber backing plates. Now all the exploded diagrams I have seen show them mounted on the inside, with the flaring forward, hump internal. However the cable would still rub on the floorpan edge towards the rear of the vehicle. so....... I bought another set, thinking I would fit on the underside as well (having looked at the underside rubber pads have clearly been on at some point so this was my lead), but it pinches the cable.....
Thoughts, advice? I'll post some photos tomorrow if no one has an idea of what I'm on about.
