a question regarding tax exempt minis

I have seen a mini for sale with the V5 docs stating it is a tax exempt cooper. Now when i say Mini, its basically a floor pan, thats it... Now i am in the market for a tax exempt mini, and plan a restoration, but not from the floor pan up!!! I was wondering what was required to transfer this tax exempt status on to another rolling shell? I would not really be inclined to cut the floor pan out of a decent rolling shell and weld the tax exempt one back in, and would i have to prove that i had?
What do i have to do to convince the powers that be that it is tax exempt... and who are these powers....?

there are plenty of people selling logbooks and 'parts' of shells on ebay to circumnavigate ebays listing policies.
the trouble is that the dvla are aware what people are doing and if they get a sniff of the details they cancel the logbook - the buyer of the item is unaware that the logbook has been cancelled or flagged as requiring a vic check until they fill it out.
the dvla have been cancelling logsbooks like this for years (and rightly so), even when it was common to see people at mini shows with piles of books for sale at mini shows it was common to buy one, fill it out and it be returned with a big red 'CANCELLED' stamp across the front of it - not good if you had just paid hundreds of pounds out!!!
the only way to do it legally now is to buy a restoration project, or a car that has invoices and paperwork to show that it was legally reshelled in the period when the rules when not as strict as they where now.
i think the days of sticking old logbooks onto new shells simply to enjoy tax exempt staus are going to be coming crashing to a halt now that this retrospective iva test is comming!
dont forget that using the logbook from one vehicle to illegally disguise the age of another (normally newer in the case of minis) car is ringing, however you look at it its a criminal offence

i wouldnt bother with either of those, the trouble is that a trader is selling both those 'cars' so should really know better.
a car trader openly advertising ringers, or at least the means to carry out ringing publically is probably not to be trusted!
the dvla are not stupid, im sure they will be aware of someone as blatant as that, the trouble will be that if you buy the logbook from him and build a car, what will you do when the police come knocking at your do with a low loader............
